Numbers 5:5-10

Chapter 5
5 And the LORD spoke to Moses, saying. 6 Speak to the sons of Israel: When a man or a woman does any of the sins of humanity, trespassing a trespass against the LORD, that soul is guilty. 7 They shall confess their sin that they have done, and he shall return his guilt offering on his head. He shall add its fifth to it and give it to the one whom he has wronged. 8 But if the man has no kinsman-redeemer to whom he can return the guilt offering, then the guilt offering that is brought to the LORD for the priest—apart from the ram of the atonements by which he will atone for him. 9 And every contribution to all the holy places of the sons of Israel that they offer to the priest shall be his. 10 And a man's holy things shall be his. Whatever a man gives to the priest shall be his.
