Selah.4I said to the foolish, "Do not act foolishly," and to the wicked, "Do not lift up a horn."5Do not lift your horn on high; do not speak with an arrogant neck.6For exaltation comes neither from the east nor from the west, nor yet from the wilderness of mountains.7For God is the judge; he brings low this one and exalts that one.8For a cup is in the hand of the LORD, and the wine foams, full of mixture, and he pours from it; surely its dregs they drain and drink, all the wicked of the land.9But as for me, I will declare it forever; I will sing praise to the God of Jacob.10And all the horns of the wicked I will cut off, but the horns of the righteous will be lifted up.
