wave offering
te.nu.phah denotes items presented before the LORD, including portions later assigned to priests.
Its dominant use denotes an offering or item presented before the LORD, including animal portions, oil, grain, and the Levites; some such portions are then given to priests. The same designation also marks gold and bronze used for holy work, while its contribution in the two Isaiah clauses is less clear from the translation alone.
Senses in use
-
Offering presented before the LORD · dominant
In Exodus 29:26, the noun names the breast brought before the LORD and then assigned as a portion. In Leviticus 10:15, the APB renders the clause about the breast and leg being brought "to wave as a wave offering before the LORD"; Numbers 8:11 applies the same presentation language to the Levites.
-
Designation for contributed materials · occasional
In Exodus 35:22, the construct form occurs with gold brought by willing people to the LORD. Exodus 38:24 and Exodus 38:29 use the noun in accounting statements for gold and bronze associated with the holy work.

Prophetic use with unclear specific contribution · rare
Isaiah 19:16 places the construct form in a clause about Egypt's dread before the hand of the LORD of Hosts, and Isaiah 30:32 places the absolute form in a clause the APB renders with "brandished weapons." The translation does not isolate the noun's specific contribution in either clause.
In the Anselm Project Bible: Across the ritual passages, the APB regularly uses "wave offering" and describes items being waved before the LORD. In the Isaiah clauses it uses "wave offering of the hand" and "brandished weapons," and does not make the noun's precise contribution certain there.
