The attested use centers on terror as a feared, encircling threat: it is “on every side,” is made to fall upon people, or is summoned against them. The same usage can describe a person made an object of fear, while the plural construct form in Lamentations 2:22 presents multiple terrors summoned from all sides.

In Jeremiah 20:10 the APB renders “terror on every side” amid slander and allies watching for a fall; Jeremiah 6:25 likewise places it beside “the sword of the enemy.” In Jeremiah 20:4, the APB renders God as making someone “a terror” to himself and his lovers, while Jeremiah 49:29 describes terror being called upon people from around. Lamentations 2:22 uses the plural construct form where terrors are summoned from all sides.
