qum describes causing an image, person, or office to be put in place, and also rising or remaining in position.
The most recurrent use concerns putting something or someone in place: an image is set up, rulers or officials are appointed, and a kingdom or decree is established. It also describes persons, beasts, images, and kingdoms rising, standing, or coming forward; in a smaller group of clauses, the context is the establishment or continuing force of a kingdom or written interdict.

Hiphil forms occur where Nebuchadnezzar has an image set up in Daniel 3:1 and where that same image is repeatedly identified as the one he had set up in Daniel 3:12 and Daniel 3:18. The same pattern concerns placing persons in roles: in Daniel 2:21 the APB renders the clause "he removes kings and sets up kings," while Daniel 5:11 and Ezra 6:18 describe appointments to offices or divisions.

Qal forms describe a great image standing before the king in Daniel 2:31, Nebuchadnezzar rising quickly in Daniel 3:24, and the assembled officials standing before the image in Daniel 3:3. They also mark the emergence of kingdoms or kings in Daniel 2:39 and Daniel 7:17, while Ezra 5:2 says that Zerubbabel and Jeshua arose and began building.

In Daniel 2:44, paired forms occur in the statement that God will establish a kingdom and that it will stand forever. In Daniel 6:8 and Daniel 6:9, the setting is a written interdict that the king is asked to establish and then signs, with the APB presenting it as not passing away.
