   Both occurrences use the dative plural feminine form in clauses locating an action or affiliation. In Acts 18:18 the APB renders Paul as having sheared his head “in Cenchreae”; in Romans 16:1 it renders Phoebe as a servant of the assembly “in Cenchreae.”

In the Anselm Project Bible: The APB presents the term as “Cenchreae” in both verses, once with Paul’s head-shearing and once with Phoebe’s assembly. The verse is read as a whole, but both clauses use it as a place designation.
