In Deuteronomy 14:25, the Qal sequential perfect occurs in the instruction to exchange something for silver and then secure the silver in the hand before going to the chosen place; the APB renders the clause "bind up the silver in your hand." In 2 Kings 5:23, the Qal sequential imperfect occurs as two talents of silver are secured in two bags for servants to carry; the APB renders "bound two talents of silver in two bags."
In the Anselm Project Bible: The APB uses "bind up" for the silver in Deuteronomy 14:25 and "bound" for the silver placed in bags in 2 Kings 5:23. These renderings fit the clauses' securing of silver.
