phroureo describes keeping persons, a city, or inner life under protection or custody.

The attested use describes keeping something under guard, whether people are protected, a city is watched for an arrest, people are confined under law, or hearts and minds are kept secure.

1. Keeping under protection or custody · dominant

   The present passive participle in 1 Peter 1:5 concerns people being kept by God's power, and the future active form in Philippians 4:7 concerns what will happen to hearts and minds; in those verses the APB renders “are being guarded” and “will guard.” The imperfect forms show a city being watched in order to arrest someone in 2 Corinthians 11:32 and people being held in custody under law in Galatians 3:23; the APB renders the surrounding clauses “was guarding the city” and “were held in custody.”

In the Anselm Project Bible: The APB presents the term with “are being guarded,” “was guarding,” and “will guard,” while Galatians 3:23 uses “were held in custody.” These are verse-level renderings rather than definitions.
