par.ah denotes leaders, shown both in Israel's leading and in the enemy leaders named in judgment.

The two attestations use par.ah for leaders: those who lead in Israel and the leaders of an enemy force. The forms occur in distinct clauses but do not require separate lexical senses.

1. Leaders in Israel and among enemies · dominant

   In Judges 5:2, the plural absolute form occurs in the clause about leaders leading in Israel; the APB renders the verse, "When leaders led in Israel." In Deuteronomy 32:42, the plural construct form is linked with the heads of the enemy; the APB renders the clause "from the heads of the enemy leaders."

In the Anselm Project Bible: The APB presents the term as "leaders" in both verses, once for those leading in Israel and once for enemy leaders. The clauses rather than the English label establish the comparison.
