cha.san describes keeping profit from being accumulated or held back for oneself.

The sole attested use describes profit that will not be kept in reserve or amassed, but will belong to those who dwell before the LORD.

   In Isaiah 23:18, the Niphal imperfect form occurs in the statement that her profit and wages will not be kept back; the APB renders the surrounding clause, “they will not be stored up and they will not be hoarded,” before saying that the profit will belong to those who dwell before the LORD.

In the Anselm Project Bible: In Isaiah 23:18, the APB presents the clause with “stored up” and “hoarded.” The precise assignment of either English phrase to the Hebrew form remains uncertain.
