All three occurrences use the masculine plural absolute form in animal lists. In Ezra 6:9 the APB renders lambs among what is needed for burnt offerings; in Ezra 7:17 it renders them among animals to be purchased and offered on the altar; and in Ezra 6:17 it includes them among animals brought for the dedication of God's house.
