The term consistently functions as the personal name of an official connected with Paul’s transfer, hearing, imprisonment, and the later report that Festus succeeded him; it also occurs in direct address and in reference to Paul’s being left a prisoner.

   The forms identify the same individual in administrative and legal settings: in Acts 23:24 the APB renders Paul’s safe transfer to him, and in Acts 23:26 it renders a greeting addressed to him as governor. In Acts 24:22, Acts 24:24, Acts 24:25, and Acts 24:27, the nominative form identifies the person who delayed the case, heard Paul, reacted with fear, and was succeeded by Festus.
