Theophilos is the person directly addressed in the openings of Luke and Acts.

The attested form is used as a direct address to the recipient of an orderly written account in Luke 1:3 and of a first account concerning Jesus' actions and teaching in Acts 1:1.

   In Luke 1:3, the vocative singular masculine form addresses the person to whom the writer says he will write an orderly sequence; the APB renders the address "excellent Theophilus." In Acts 1:1, the same form addresses the recipient of the first account, which the APB renders "O Theophilus."

In the Anselm Project Bible: The APB explicitly presents the address in both verses, with "excellent Theophilus" in Luke 1:3 and "O Theophilus" in Acts 1:1. These are verse-level renderings rather than definitions.
