ekkenteo denotes the act done by those who pierced the person later seen and looked upon.

The two attestations present a single use: an act of piercing attributed to a plural group, with the pierced person then looked upon or seen.

1. Piercing a person · dominant

   Both occurrences use the same aorist active indicative plural form for those who performed the action. In John 19:37 the APB renders the clause, "They will look on the one whom they have pierced," while in Revelation 1:7 it renders, "those who pierced him," as every eye sees him.

In the Anselm Project Bible: The APB presents the action with "pierced" in both verses: once within the person whom others will look upon, and once of those who acted against him. The verse is read as a whole.
